Welcome to your Community Board! From more affordable housing to more schools, parks, hospitals, safe transportation, less noise, better business balance, and preserving the  diversity of our neighborhood character, the 50 members of Manhattan Community Board 4 volunteer to represent the district’s residents, institutions, non-profit and businesses’ common interests to City agencies and bring solutions to our district. The City Charter ascribes to Community Boards an important advisory role in dealing with land use planning and zoning matters, the City budget and the delivery of City  services in our district.

NYS Liquor Authority 30-Day Notices:

Effective November 23, 2022, all 30-Day Notices should be mailed to our office. Manhattan Community Board 4 Hybrid Meeting Policy

Starting September 2022 – July 2024

On June 1, 2022, MCB4, after holding a public hearing, voted, with a vote of 44 in favor, 0 opposed, 2 abstaining, and 0 present but not eligible, to approve a hybrid meeting policy. The complete policy can be obtained HERE. Below are the key aspects of the policy.

MCB4 Hybrid Meeting Policy for Board Members

MCB4, at its discretion, will use videoconferencing to conduct public meetings provided that a number, sufficient to fulfill quorum (50% +1), of current members are physically present in the same location. And those locations are accessible to the public.

If videoconferencing is utilized, MCB4 will provide the opportunity for members of the public to view and participate in the proceedings via videoconference and in-person. Further, MCB4 will ensure that the public attending through videoconferencing will have the same quality of participation as the in-person participants do.

Currently, Community Boards have limited authority to require its board members or members of the public to be vaccinated or masked. However, MCB4 will send a “Good Neighbor” letter to board members and the public outlining guidance from CDC and state and local Departments of Health. In addition, MCB4 will follow Federal, State, and City Health Guidance regarding maximum distancing when holding indoor meetings with population whose vaccination status is unknown.

Cannabis Working Group

In response to the passage of the Marijuana Regulation and Taxation Act (“MRTA”), Manhattan Community Board 4 formed the Cannabis Working Group. Learn More Here

Hell’s Kitchen Key Parks

Clinton Housing Development Company manages several small parks and gardens throughout Hell’s Kitchen. MCB4 is selling keys on a restricted schedule. Please visit https://pdf.ac/JOrnB to fill out an application. You will be sent a confirmation email and information on scheduling a time to pick up a key. To ensure we receive your application, please include your name and email when prompted. Keys are now $4, you must bring exact change when picking up your key(s).
